It has been my experience that libraries are leaders in cooperation in order to meet the needs of their patrons. As President of the Samules Public Library Board in the late 1980&#39;s I attended a statewide Virginia training for Board Members. The Director of the Fairfax County Library said to the group, &quot;We are the largest library in Virginia, but we can&#39;t do everything, so we cooperate.&quot; That was pre-internet.
