The last was formed in the late 1940's, and only 3 viable county libraries exist today (Dubuque, Scott, and Woodbury).&lt;br /&gt;&lt;br /&gt;Iowa law allows for the formation of library districts that are different from county libraries in name only.  The new law has many flaws; there has been no serious attempt to form a library district.&lt;br /&gt;&lt;br /&gt;Anything is possible.  A lot of things are improbable.
